I don't know if this news is real, but it does point out a major issue with "sovereign AI" - if your sovereign models are far behind the frontier, then there is a substantial penalty to using lagging models to compete at frontier applications where the gap is biggest, like cyber French Public Accounts Minister David Amiel said in a press conference today that the French government intends to hire sovereign AI companies like Mistral, and specifically said their future plans exclude OpenAI.
