DeCarlos Brown Jr., a man diagnosed with schizophrenia who had been previously arrested 14 times on charges ranging from illegal firearm possession to felony robbery and assault, stabbed Ukrainian refugee Iryna Zarutska to death on the Charlotte, NC light rail in 2025. He had been released on bond by a magistrate after he signed a written note promising to appear at his next court hearing. Brown was charged with murder on August 23, 2025, and a psychiatric evaluation completed at Central Regional Hospital found him "incapable to proceed" with trial as of December 29, 2025. Brown is currently in federal custody in Chicago following a federal grand jury indictment, with the federal charge carrying the possibility of life in prison or the death penalty.
