In February 2019, OpenAI announced GPT-2, a language model trained on text from 8 million webpages to predict the next word in a piece of writing, capable of adapting to the style and content of a prompt to generate realistic and coherent text continuations. Citing misuse risks such as generating fake news, impersonating people, or automating abusive or spam comments on social media, OpenAI withheld the full model and released only a "much smaller" version, withholding the datasets and training codes used to develop it. Some in the machine learning community accused OpenAI of exaggerating the risks for media attention and depriving academics of the opportunity to conduct research with GPT-2; ultimately, by November 2019, OpenAI said they had "seen no strong evidence of misuse so far" and released the full 1.5-billion-parameter version.
