Kremlin suspected of flying drones over Europe using Russian shadow fleet

An International Institute for Strategic Studies report identified 144 suspected drone sightings across Europe between August 2024 and February 2026 spanning NATO countries and Ireland, assessing it is highly likely the Kremlin conducted a campaign using Russian shadow fleet vessels as launch and recovery platforms for the drones. The incidents, peaking in late 2025, forced airport closures, disrupted military operations, and included flights near sensitive defense installations including nuclear-sharing facilities. The campaign was aimed at testing air defense systems designed for missiles and aircraft but less effective at detecting low-flying, small targets.
