Illinois' House of Representatives passed SB 315, a landmark bill requiring frontier AI companies like OpenAI and Anthropic to create, publish and annually update plans addressing severe or catastrophic risks from their AI models. The bill would mandate annual independent third-party audits of large AI companies on safety issues, a first for U.S. AI legislation. The White House has opposed such regulation, arguing it could hamstring America's AI industry, and the bill passed days after Trump decided not to sign a planned executive order establishing voluntary safety testing.
